The picture shows two people shaking hands in a room where the representatives of two sides in a negotiation are meeting. The man on the left, who is wearing a business suit, is most probably a manager and he is shaking the hand of one of the men on the other side of the conference table. These men are more casually dressed and are wearing short-sleeved shirts. Some documents are laid out on the table. The situation is not a board meeting because the participants would all be dressed in the same way, but the setting for the photo could be a boardroom. It is unlikely that the situation is a general assembly as the representatives are shaking hands after reaching an agreement about something.
